Grammatical function?

Hmmmm, this sentence is in the Pive Voice, so the Premier is the subject, even though it's acting as an object. I'm not too sure about the voters, but if I had to say, I'd probably say it's some form of subject. Nothing's being done to it so I'm fairly sure it can't be an object.
