Is he trying not to come on too strong?

So I was w/my friends at a restaraunt 2 days ago. a really cute waiter came and sat at our table. Before we could order he looked at me and asked me my name. I told him, and he told me I'm really beautiful. He kept refilling my gl all evening, didn't charge us for the queso. He left his number on my receipt and I left mine with a note that said I don't do the calling. He then texted me 5 mins later saying how nice it was meeting me and how he really wants to see me again. I responded saying likewise, give me a call with a smiley. he hasn't txtd or called yet..is he just trying not to come on strong probably?
